material and any other question seems to fall under the circum-
stances of the consignee.
(2) Another impression created by the Memorandum is that consider-
ations of foreign policy alone determine whether or not licences
should be issued, and that therefore the Board of Trade act on
instructions from the Foreign Office. This is of course not the
case, as we have also in certain instances to take into account
the views of the Service Departments, and furthermore we must also
bear in mind trade considerations. I sugest, therefore, the
following amendments:
(a). paragraph (1). In place of "gives or withholds his assent
to the issue of the licence" insert "advises that the licence should
or shoul: not be issued"
(b). paragraph (2), line 5. Omit the words "in giving or with-
holding his as ent".
(c) Annexe, heading Replace "giving or withholding assent to"
by "advising on".
(d) Annexe, paragraph 1, line 1. Replace "deeling with" by
"advising on".
(e) Annexe, paragraph 3, line 6. Replace "instructing" by "requesting"
if the paragraph is retained (see paragraph 7 of this letter).
(f) Annexe, par graph 5, penultimate line. Replace "authorise" by
agree to".
